The Highcourt has heard that prime suspect in the Ggaba killings, Christopher Okello, sought psychiatric evaluation as part of a requirement by the Ministry of Internal Affairs to acquire Ugandan citizenship and settle in the country for commercial farming.
Testifying as the 12th prosecution witness, Dr. Rogers Agenda ; a psychatric at C-care clinic under the International Hospital Kampala (IHK) told court that Okello presented himself before him seeking a sanity report to support his citizenship application.
He clarified that the assessment was not optional but a requirement by the internal Affairs Ministry for any one requiring Ugandan citizenship. Probed by Chief State Attorney Jonathan Muwaganya, Dr. Agenda has said he conducted a comprehensive psychiatric evaluation of Okello on December 30, 2025.
Dr. Agenda explained that the psychiatric assessment involved asking open- ended questions aimed at detecting any mental disorder.During the evaluation, Okello reportedly denied experiencing symptoms commonly associated with mental illness denying any history of excessive sadness, loss of interest in pleasurable activities, excessive fears or worries, and a history of abnormal elevated mood.
He further testified that Okello denied hallucinations and drug abuse.onky admitting drinking alcohol occasionally. The doctor added that Okello described the visit as his first contact with a mental health professional.The psychiatrist has told court that he also assessed Okello’s physical and behavioral presentation during the examination and observed that he was a middle-aged man, well nourished, calm, maintained eye contact and had no odd behavior.
Dr. Agenda further observed that Okello’s speech was coherent and his thought processes logical and no cognitive disturbances.Based on both the psychiatric interview and mental state examination, Dr. Agenda has testfied that he reached a clear conclusion that Okello had no mental disorder at the time, was sane and mentally stable to work in Uganda.The prosecution has exbhited the psychiatric report as part of its evidence to prove that Okello premeditated the killings of the 4 children at the Gaba Day-care centre .Hearing continues.
