The State Minister for Finance, Planning and Economic Development, Cissy Mulondo, has warned road contractors against unnecessary delays in the execution of government projects, saying such practices increase costs and deny communities access to essential services.
Mulondo made the remarks while addressing residents of Makulubita in Luwero District during a burial ceremony, where she expressed concern about the poor state of roads in the area.
She said the government has continued to invest heavily in infrastructure development, including road construction, to improve connectivity and stimulate economic growth. However, she noted that some contractors have failed to deliver projects on time, while others repeatedly alter project designs, resulting in additional costs to the government.
According to the minister, such delays place an unnecessary burden on taxpayers and undermine the government’s efforts to improve public services.
She warned that the government would take a firm stance against contractors who fail to meet their contractual obligations, adding that inefficiency and poor performance would no longer be tolerated.
Mulondo also used the occasion to caution beneficiaries of the Parish Development Model (PDM) programme to use government funds responsibly and ensure that the money serves its intended purpose of improving household incomes.
She said beneficiaries who receive funds under the programme must remain accountable and comply with the guidelines governing the initiative.
The minister further warned Parish Development Model committee chairpersons against engaging in corrupt practices, saying any misuse or mismanagement of public funds could attract legal consequences.
She urged local leaders and beneficiaries to uphold transparency and accountability to ensure that government programmes achieve their intended impact on communities.
