The suspects face charges including; unauthorised possession of Primary Leaving Examination (PLE) papers, examination malpractice and destruction of examination materials during the exams conducted between November 3 to 4 .
The teachers appeared before City Hall Court presided over by Senior Principal Magistrate Nicholas Aisu, where they faced separate charges under Uganda National Examinations Board (UNEB) Act.

Accused include Kasango Bumali, 43, teacher at Desire Primary School in Mayuge; Paul Enyeni, 44, James Etok, 57, and Godfrey Semalulu, 40, all teachers at Hormis Dallen School in Kamwokya, Kampala.

Prosecution alleges that on November 3, at Ndangoro Primary School in Rubirizi District, he willfully or maliciously destroyed examination delivery envelope containing Mathematics examination scripts for 2026 PLE.
Five of accused, identified as Enyeni, Etok, Wandera, Semalulu and Nduhukire, were jointly charged with unauthorised possession of examination papers or information, contrary to Section 25(1) of UNEB Act.
Prosecution alleges five, on same date, were found in possession of 2026 PLE Mathematics examination paper at Hormis Dallen Primary School in Kamwokya and other parts of country.
Two other teachers, Acio and Nantongo, face charges of examination malpractice, contrary to Section 26(1)(a) of UNEB Act.
According to charge sheet, two allegedly provided candidates at Hormis Dallen Primary School with written answers to Mathematics examination without lawful authority during examinations.
Prosecution further alleges Mirembe trespassed into examination premises at Hormis Dallen Primary School in Kamwokya while PLE examinations were ongoing, offence contrary to Section 31 of UNEB Act.
Waibi, meanwhile, faces charge of neglect to prevent felony, contrary to Sections 362 and 22 of Penal Code Act.
Prosecution alleges Waibi, who was employed as chief invigilator at Mastered Seed Primary School in Lwengo District, knew Nduhukire was committing felony by unlawfully possessing 2026 PLE examination paper in examination room but failed to use reasonable means to stop him.
When matter came up for plea taking Mr Amanya told court investigations were still ongoing and asked for more time to conclude outstanding inquiries.
“Investigations into the matter are still ongoing. I am yet to finalise outstanding issues with forensics,” Mr Amanya told court, adding prosecution needed adjournment to complete pending inquiries.
Magistrate Aisu granted prosecution’s request and remanded all ten accused until November 19, when case will come up again.
Charges arise under UNEB Act, which provides for offences and penalties relating to integrity and administration of national examinations.
