Cabinet to Review Express Penalty Scheme Following Public Concerns

The government is considering a review of the Express Penalty Scheme (EPS) following mixed reactions from the public after its initial implementation.

The Minister of Works and Transport, Edward Katumba Wamala, revealed this while addressing journalists after touring the Spiro Uganda motorcycle assembling plant in Namanve, Kampala.

Gen. Katumba Wamala said the Cabinet is looking into the concerns raised by the public regarding the scheme. He explained that the review aims to address issues that emerged during its rollout before the system is fully operationalized.

The minister added that his visit to the plant was intended to assess whether Spiro Uganda is operating according to government expectations.

Speaking during the same event, the Country Director of Spiro Uganda, Bruce Muchunguzi, said that while the government has provided incentives to the manufacturer, more efforts are needed to support riders.

Muchunguzi noted that the government should intensify programs that equip riders with safety gear and also consider tax waivers to maike electric motorcycles more accessible. He added that such measures would help promote cleaner transport and contribute to environmental conservation.
