KAMPALA, Uganda 

Charity Basaza Mulenga, a distinguished Ugandan electrical engineer and academic leader, has been appointed as the new chairperson of the Uganda Communications Commission (UCC) board, which now includes eight new members.

Mulenga, born around 1979 in Kisoro District, Western Uganda, brings an exceptional educational background to the role. She holds a Bachelor of Science in Electrical Engineering from Makerere University, a Master of Science in Digital Communication Systems from the University of Loughborough, and a Doctorate in Electrical and Electronic Engineering.

Her professional journey spans both academia and industry, with significant roles such as a switch planning engineer at MTN Uganda, a research coordinator at Makerere University’s Faculty of Computing and Information Technology, and the deputy vice chancellor at St. Augustine International University (SAIU). She also served as the founding vice chancellor of SAIU from 2011 to 2016.

With her vast experience and expertise, Mulenga is well-positioned to lead the UCC board. The commission plays a crucial role in regulating Uganda’s communications sector, which includes telecommunications, broadcasting, postal services, radio communication, data communication, and infrastructure.

Other members of the newly appointed board include Mr. Steven Ddungu Kabugu, Mr. Bernard M. Katureebe, Eng. Geoffrey Agoi, Eng. Paul Odoi, Hon. Sylvia Namabidde Musisi, Ms. Hawa Tuuku, and Hon. George William Nyombi Thembo.

This new board replaces the previous one, which was headed by Dr. Dorothy Okello. Notably, Dr. Jimmy Pat Saamanya, Enoch Barata, and Edson Ngirabakunzi have been dropped from the board, while Eng. Paul Odoi, who was part of the outgoing team, has been reappointed.

In a statement, Mulenga expressed her excitement about the new role: “I look forward to collaborating with my fellow board members to further strengthen the regulatory framework of Uganda’s communications sector and support its continued growth.”

The UCC board is expected to drive forward innovation, regulation, and sustainable development within the country’s rapidly evolving communications industry.
