
Dr Charles Olaro, a senior surgeon has been appointed as the new Director General of Health Services in the Ministry of Health.
DGHS is a key position responsible for overseeing technical supervision of the country’s health system.
The Ministry of Health confirmed the Presidential appointment in a statement on Thursday morning, noting that Dr Olaro had held the role in an acting capacity since November 2024 following the transfer of Dr Henry Mwebesa to lead the Health Service Commission.
“Congratulations Dr. Charles Olaro, upon your appointment as Director General Health Services,” the ministry posted on X (formerly Twitter).
“Dr. Olaro was previously the Director, Clinical Services. Since November 2024, he has been serving in acting capacity,” the post reads.
Dr Olaro, a senior consultant surgeon, earned his medical degree from Makerere University in 1994, followed by a Master’s in Surgery in 1999. He later obtained further postgraduate qualifications in Health Services Management and an MBA from the Eastern and Southern African Management Institute (ESAMI).
He brings over three decades of experience from both public and private sectors, having held senior leadership roles at major referral hospitals, including Fort Portal and Arua.
At Fort Portal Regional Referral Hospital, where he served as Director from 2010 to 2017, Dr Olaro was lauded for improving hygiene, reducing absenteeism, and strengthening coordination with local leaders.
Earlier, he worked at Arua Regional Referral Hospital as a medical superintendent and consultant surgeon between 2001 and 2008.
As Director of Curative Services, Dr Olaro helped steer the country’s healthcare response during the COVID-19 pandemic, a time when Uganda’s health facilities were overwhelmed and patients struggled to access critical care.
The government has since expanded infrastructure, installing oxygen plants and intensive care units, but persistent staff shortages continue to undermine their effectiveness.
Dr Olaro’s appointment comes at a critical time as Uganda works to strengthen its healthcare system amid evolving public health challenges .
