Electoral Commission Appoints Richard Baabo Kamugisha as New Secretary

Electoral Commission of Uganda has formally appointed Richard Baabo Kamugisha as its new Secretary, with the appointment taking effect on March 4, 2026.

In a statement released on March 10, the commission confirmed that Kamugisha had been serving in the position in an acting capacity since late 2024 after the previous secretary left office.

In his new role, Kamugisha will serve not only as Secretary but also as the Accounting Officer of the commission. He will head the institution’s technical arm, which oversees the management and implementation of electoral operations.

The commission described Kamugisha as a seasoned professional in election administration, noting that he has worked with the body for more than 20 years. Since joining the institution in 1999, he has held several key roles, including District Registrar, District Returning Officer, Head of Field Operations, and later Director of Operations.

According to the commission, the appointment follows provisions under the Electoral Commission Act, which states that the Secretary serves a five-year term that can be renewed once.

The Secretary plays a central administrative and technical role within the commission, ensuring that electoral processes are properly managed as the country prepares for upcoming elections.

Officials at the commission said Kamugisha’s long experience and institutional knowledge place him in a strong position to guide the organization’s administrative and technical responsibilities.
