In a powerful address to the Sacred Union of the Nation ruling coalition on Saturday, President Felix Tshisekedi of the Democratic Republic of Congo declared his intention to form a national unity government as the conflict in the country’s eastern region continues to escalate. His remarks followed the dramatic advances made by M23 rebels, who have seized control of critical cities in the east of the country, further complicating the already dire situation.

“I may have lost a battle, but not the war. I need to engage with everyone, including the opposition. A national unity government will be formed,” Tshisekedi stated, signaling a commitment to peace and collaboration despite the mounting challenges. He refrained from providing details on the government’s structure or timeline but emphasized that unity was essential for overcoming the ongoing crisis.

The Escalating Conflict in Eastern Congo

The M23 rebels, backed by Rwanda, have made substantial progress in their military campaign. Over the past few weeks, they have captured vital cities, including Goma, the largest city in eastern Congo, and Bukavu, the second-largest city in the region. These advances have exacerbated the humanitarian crisis, with more than 3,000 deaths reported. The situation remains precarious, with the M23 rebels threatening to march further toward Kinshasa, the capital of Congo, located more than 1,000 miles away.

U.N. experts have pointed to the involvement of around 4,000 Rwandan troops supporting the M23, a claim that has further strained relations between Congo and Rwanda. Rwanda has accused Congo of recruiting ethnic Hutu fighters associated with the 1994 genocide, which targeted Tutsis and moderate Hutus. The M23 rebels, for their part, claim that they are fighting to protect the Tutsi community and those of Rwandan descent from discrimination in Congo, a justification that some analysts view as a cover for Rwanda’s broader involvement in the region.

Tshisekedi’s Response and Future Plans

In his address, Tshisekedi honored the fallen Congolese soldiers who have given their lives in the ongoing battle against the rebels, and he reaffirmed his commitment to strengthening the country’s military. However, his remarks about losing the battle have signaled a shift toward seeking broader support, including cooperation with opposition factions, to address the complex situation in the country.

The president’s call for unity comes as international pressure mounts on Congo’s leadership to take more effective action in addressing the violence and instability in the eastern provinces. As the conflict deepens, Tshisekedi’s plan to form a unity government may be seen as a crucial step toward reconciling various political factions and enhancing the country’s resilience against external and internal threats.
