Luweero RDC Richard Bwabye passes on

LUWEERO.The Greater Luwero community is mourning the death of Luweero Resident District Commissioner (RDC), Comrade Richard Bwabye, who passed away

Aged 57, Bwabye was pronounced dead on Friday night, at Mulago National Referral Hospital after months of battling complications from a severe stroke.

According to the Office of the Dean of RDCs, Bwabye had been receiving intensive medical care ,but succumbed to his illness late Friday. His passing has sent shockwaves across Luweero and the wider country, with tributes flowing in from fellow RDCs, district officials and residents.

Appointed RDC of Luweero in 2022, Bwabye previously served as Deputy RDC for Kira Municipality and Mukono District. In all postings, he was known for his soft-spoken leadership, conflict-resolution skills and a reputation for listening to communities without bias.

Colleagues recall him as a bridge-builder who brought stability to tense situations, listened intently to grievances and offered guidance without seeking attention.

“Mr Bwabye was more than an administrator; he was a father figure to many,” a local councillor in Luweero Town said via WhatsApp text. “His gentle approach brought peace where there was tension, and people always sought his counsel.”

As RDC, Bwabye played an active role in strengthening service delivery, curbing corruption tendencies among public officials, and mobilising communities to embrace government programmes.

In early 2023, he directed the District Police Commander to arrest brokers extorting money at police stations and outposts, and he consistently encouraged roadside market vendors to make use of presidential financial support.

He had been hospitalised for months as his condition worsened, with colleagues regularly checking on him during treatment.

The government is expected to issue an official statement, and funeral arrangements are underway. The body is expected to be transferred to Luweero for burial in the coming days.
Bwabye is survived by his family and leaves behind a legacy of quiet, dignified service to the nation.
