Mufti Launches Resource Mobilization Drive for Needy Students at ICUC

His Eminence Dr. Sheikh Shaban Ramadhan Mubaje, the Mufti of Uganda, has officially launched a resource mobilization drive to support needy students and infrastructure development at the Islamic Call University College (ICUC), an institution under the Uganda Muslim Supreme Council (UMSC).


The launch took place shortly after Juma (Friday) congregational prayers at the National Mosque on Old Kampala Hill, on July 25, 2025.

In his written remarks, the Mufti traced the history of the University, noting that it was established during the reign of the late President Muammar Gaddafi of Libya. At the time, a Ugandan delegation led by high-profile figures, including himself, Prof. Dr. Badru Kiggundu—now the Chairperson of the ICUC Governing Council among others, successfully lobbied for a fully-fledged university affiliated with a counterpart in Libya.


However, following the fall of Gaddafi’s government, the affiliation collapsed. “The survival of the University, which is still in its formative stage, was left entirely to UMSC,” the Mufti disclosed. ICUC currently has over 900 registered students, the majority of whom are categorized as needy.


To address this challenge, several interventions have been introduced, notably the Mufti’s Bursary Fund. This initiative provides financial support to academically capable students who are unable to afford university education. So far, 1,000 students across the country have benefited from the bursary.

Support has come from various donors, including Insan Charity (Kuwait), One UMMAH, and other generous individuals.
“The demand is far greater than the resources available,” Mufti Mubaje wrote.


He called upon Muslim individuals, families, business owners, and professionals to sponsor students or contribute financially to this noble cause. He also urged organizations and development partners to adopt scholarship packages, and encouraged well-wishers to help raise awareness and funds within their networks.


“Every shilling counts. Every child educated uplifts a family, a community, and a nation. And remember, your support is sadaqah jariyah—a form of charity whose reward continues to flourish long after you are gone,” the Mufti emphasized.


In conclusion, he implored all Muslims to support scholarships and sponsor future generations, noting that education strengthens the Muslim community.

Earlier, Prof. Dr. Badru Kiggundu, on behalf of the ICUC Governing Council, elaborated on the structure of the Resource Mobilization Drive.
The event concluded with cash collections and pledges from the congregation. Several prominent personalities from the Muslim community were in attendance.
