Mukono South independent candidate Ssekikubo denied bail, sent back to jail

MUKONO. Mukono Grade One Magistrate has denied the Mukono South Parliamentary candidate also outgoing Nakisunga Sub-County Chairperson Mubarak Mubiiru Ssekikubo bail and sent him back to Kauga Prison on charges of obtaining money by false pretense and conspiracy to defraud.

Ssekikubo applied for bail when he made the first appearance on October 23, 2025 and court decline noting that it was constrained by time, remanding him up to today November 4, 2025.

He presented his wife Ms Rose Babirye, Ms. Christine Nalubega, Richard Katanga and Dickson Bwete to stand surety for him but the State Attorney Ayebazibwe Christine opposed his plea stating that no substantial evidence of his permanent residence like a land tittle or receipt to the payment of utilities was presented thus it will be hard for them to find him in case of an abscondment.

“He has no ground to get a bail for much as he’s still the LC.3 Chairperson for Nakisunga Sub County but this is a sensitive matter involving big sums of money and no land tittle or purchase agreement has been presented and we will find it hard to trace for him in case he absconds” The State Attorney explained.

In a twist of events, his co-accused in the job-for-sale racket at Mukono district local government Dr. Saadi Wataba, the Lugazi Municipal Council Medical Officer and Ronald Mugerwa Saaku, the Probation and Welfare Officer at Lugazi Municipality have been granted a cash bail of four million shillings each and their sureties a non-cash bail of ten million shillings until November 18, 2025.

Dr. Saadi Wataba was served criminal summons to appear today before court and he has pleaded not guilty to the charges of Obtaining money by false pretence and Conspiracy to defraud and immediately applied for a bail through his lawyers which has been granted.

He has presented his boss the Senior Human Resource Officer at Lugazi Municipal Council Ms. Dorah Musasizi, Jimmy Mugenyi-the Senior Lab Technician at Buvuma DLG, Muhammad Kinoobe-the dental surgeon attached to Sydinah Abubakari Islamic Hospital, Nabakka Sumini-his wife and a medical lab technician for Buikwe DLG and Mr. Ayub Ssebadduka-the Senior Accounts Assistant for Buvuma DLG.

The prosecution asked court to dismiss the bail application stating that the dual being public servants, will use their positions to interfere with investigations and also their release put the public at risk of being extorted under similar circumstances.

“The court needs to safe guard the public from the alleged extortion levied against the suspects and by virtual of their positions they’re in position to interfere with the investigations.

However, in the event that bail is granted, we pray for stringent terms like depositing land tittles and passports under court custody” the State Attorney insisted

Mukono Grade One Magistrate, His Worship Gerald Emwogu has granted a cash bail of four million shillings to the accused and a non-cash bail of ten million shillings to the sureties until November 12, 2025.
Documents indicate that between January and June 2025, with intent to defraud, Dr, Saadi Wataba, Ronald Mugerwa Saaku and Mubarak Mubiiru Ssekikubo obtained Shs 38,000,000 from Dr. George William Mukisa by falsely purporting that they were going to help him get a government job as Medical Officer through the Mukono District Service Commission whereas not.
Supporters to Mubarak Ssekikubo in a show of solidarity have stormed court premises chanting his name and blaming his political tormenters to be behind his continued incarceration.
“Harunah Ssemakula, the Mukono District NRM Chairperson is behind his continued detention, these are political fights intended to prohibit him from canvassing for votes as the Mukono South MP, but regardless we’ll still vote for him even when he’s behind bars” Supporters shouted.
The Mukono district Chairperson Hajji Harunah Ssemakula has denied allegations calling them baseless, engineered by people seeking popularity and sympathy votes from the locals.
“I applaud the State House Anti-Corruption Unit for arresting Ssekikubo, the man has tormented the district for years. His Sub County ranks first in cases of land wrangles and he’s behind them so we implore all the people affected by his wrong doings to come up and report to have him convicted and sentenced” Ssemakula explained .

The arrests are part of a wider State House Anti-Corruption Unit investigations into a recruitment scandal that rocked Mukono district. The Unit arrested Mukono district Speaker Betty Nakasi Hope and District Service Commission Chairperson Dr. Eng. Godfrey Kisuule Kibuuka in connection with the same job-for-sale racket.
