Museveni confirms 11 acting High Court judges , appoints three new registrars


KAMPALA. President Museveni has confirmed the appointment of 11 High Court judges who have been serving in acting capacity for two years .


The President also named three new registrars of the Judiciary.
The President signed the instruments of appointment on August 24, 2025,but it was made public in a statement issued by the Judiciary on August 30 .


Judges who are confirmed include Justice David Makumbi, Lady Justice Patience Rubagumya Tumusiime, Lady Justice Rosette Comfort Kania, Lady Justice Aisha Naluzze Batala, Justice Phillip Willebrord Mwaka, Lady Justice Jacqueline Mwondha, Lady Justice Christine Akello Echookit, Justice Jamson Karemani Karemera, Justice Farouq Lubega, Justice Amos Kwizera, and Lady Justice Flavia Nabakooza.


At the same time, Museveni appointed three registrars: Agnes Alum, Sarah Tusiime Bashaija Barungi, and Justine Atukwasa.


The trio has been serving as deputy registrars.
Alum has served in the Judiciary for more than two decades and currently heads Magistrates Affairs and Data Management.


Tusiime, who joined the bench in 2008, was until her promotion the Deputy Registrar of the Family Division.


Atukwasa, with over 20 years of service, has held postings in several High Court circuits and divisions, most recently serving as Deputy Registrar of Mpigi High Court.


Judiciary officials said the appointments strengthen leadership within the institution and support reforms aimed at improving efficiency, accountability, and service delivery to the public
