President Museveni and also the ruling National Resistance Movement (NRM) Chairperson Yoweri Museveni has approved the retention of Speaker Anita Among and Deputy Speaker Thomas Tayebwa for the 12th Parliament, ahead of the upcoming speakership race.
President Museveni has signed the ruling party NRM’s top organ endorsement of Speaker Anita Among and her deputy Thomas Tayebwa for another term in the stewardship of the August House.
This comes after the President, 81 who has ruled Uganda for nearly a half a century and still counting , ratified the Central Executive Committee (CEC) resolutions dated January 27 and 20th February 2026.
The endorsements now await presentation to the NRM parliamentary caucus for formal adoption ahead of the speakership race in the 12th Parliament.
NRM Secretary General Richard Todwong said the party opted to uphold precedent by allowing the Speaker and Deputy Speaker to complete two terms.
He added that any other party members interested in the positions were asked to step down to maintain unity and continuity in parliamentary leadership.
With this approval, Among and Tayebwa are set to continue guiding the August House, consolidating experience and stability in Uganda’s legislative leadership.
According to Article 82 of the Constitution, the Speaker and Deputy Speaker are elected by MPs from among themselves, with the vote conducted by secret ballot under the supervision of the Chief Justice or a designated judge.

Parliament’s Rules of Procedure require the election of the Speaker from sitting MPs, with a secret ballot if the position is contested.
Within the NRM, however, candidates are traditionally vetted and endorsed by the CEC to ensure party cohesion and loyalty to leadership, often shaping the outcome before the formal vote.
The race for Parliament’s top leadership is expected to intensify in the coming weeks as MPs prepare for the election of the Speaker and Deputy Speaker set for May.
Several legislators have already launched bids to challenge Among for the Speaker’s position.
Among the declared candidates are Justice and Constitutional Affairs Minister Norbert Mao, Aringa South MP Yorke Odria, Mbale City Woman MP-elect Lydia Wanyoto (NRM), and Masindi District Woman MP Dr Asiimwe Florence Akiiki (NRM).
