
MUKONO .Police in Mukono District have arrested Sylvester Kyeyune 70, who was recently elected as the National Resistance Movement (NRM) vice chairperson for persons with disabilities in the Kisoloza Village Nakisunga Sub County for allegedly defiling two girls .
Kyeyune, who is physically disabled and moves with the aid of walking sticks is accused of sexually abusing the children of seven and nine years over a period of several months.
The matter came to light after the children reportedly disclosed the shocking exercise to their father, Fred Bisaso, that Kyeyune had been giving them small amounts of money following sexual encounters. Bisaso reported the incident to local authorities, prompting police intervention.
“My daughters told me they got money from Mzee Kyeyune, When I asked why, they said he had been sleeping with them and promised more money if they didn’t tell anyone.” Said Bisaso
In a statement given during preliminary questioning, Kyeyune did not deny involvement and claimed there was a mutual “understanding” between him and the children, an assertion categorically rejected by both legal and child protection standards, as minors are incapable of consenting to such acts under Ugandan law.
“We had agreed to have a relationship. I’ve been sleeping with the children for some time.” Kyeyune allegedly admitted
Residents of Kisoloza have expressed outrage and disappointment.
Ronald Mugezi, the village defense secretary, revealed that Kyeyune had previously been accused of similar misconduct ,but had pleaded for forgiveness and was not prosecuted at the time. The recurrence of such behavior has sparked demands for firm legal action.
“This is not the first time we’ve heard complaints about him,” said Ronald Mugezi, the village defense secretary. “He was once reported but asked for forgiveness and was let off. It’s shocking that he has done it again.”
Kampala Metropolitan Police spokesperson mr Patrick Onyango confirmed the arrest and stated that a case file is being prepared for submission to the Director of Public Prosecutions (DPP).
“He has been charged with aggravated defilement, and we are processing the file for court,” Onyango said.
Kyeyune will be charged under Section 129 of the Penal Code, which governs cases of aggravated defilement, a capital offence carrying a maximum sentence of life imprisonment.
