Noah Mutwe , Ex-CID spokesperson charged with inciting violence against Museveni, Muhoozi

The former spokesperson of the Criminal Investigations Directorate (CID), Charles Twiine and Noah Mitala aka Noah Mutwe , one of the civilian body guards of Opposition strongman Robert Kyagulanyi have jointly been charged with inciting violence President Museveni and his son Muhoozi Kainerugaba .


The duo ,which was been missing for a week was presented before the Buganda Road Chief Magistrate’s Court on Thursday .
According to court documents, the Twiine and Mitala between January 2024 and May 2025 at various places within Kampala City by use of a computer ,sent or shared information to the effect that the Bahima are killers ,which information is likely to promote hostility against the ethnic Bahima .


Mr Twiine and his co-accused “conspired to commit a felony to wit incite violence against Mr Museveni and his son General Muhoozi Kainerugaba, who is also the Chief of Defence Forces.
The charge sheet, sanctioned by the Resident State Attorney, details eight criminal counts. In one of the charges, Twine is accused of “incitement to violence contrary to Section 79(1) of the Penal Code Act Cap 128.”


The prosecution alleges that Twiine, “through electronic social media messages, incited Mitala to attack and cause the death of the President of the Republic of Uganda, using pavers, by reason of his office or political opinion.”
In another count, Twiine is said to have “incited Mitala Noah alias Nuwa Mutwe to cause the death of General Muhoozi Kainerugaba, by reason of his office or political opinion.”


Further, he is charged with hate speech under Section 26(1)(c) and (2) of the Computer Misuse Act, Cap 96, for allegedly using a computer to “send or share information to the effect that Rt. Hon. Anita Annet Among the Speaker of Parliament of Uganda, is a rotten human being and the chief sponsor of the killings and violence in Bukedea District, which information is likely to promote hostility against the said Rt. Hon. Anita Annet Among.”


He also faces an alternative charge of malicious information under Section 28(1) and (2) of the same Act, alleging that he shared “malicious information through a computer about Rt. Hon. Anita Annet Among… to wit that she is a rotten human being and the chief sponsor of the killings and violence in Bukedea District.”


The charges extend to Deputy Speaker Thomas Tayebwa, whom Twine allegedly described as “a money launderer, a masquerader and a fraudster,” and Gen Muhoozi, whom he allegedly referred to as “a fat pig and a crook.”
He is further accused of calling General James Birungi “a crook and a killer,”
Twine, who had reportedly gone missing on May 14 after a scheduled meeting with police top leadership at police headquarters in Naguru, was remanded pending further proceedings.
His phones were switched off shortly after the meeting, prompting concerns from his family and colleagues.


On the other hand , Mitala was picked up from his home on May 15, 2022, by gunmen believed to be security operatives and whisked away to an unknown location where he was also held until today, May 22.
His wife told journalists a day after his “violent abduction” that he was in his bedroom when gunmen wearing facemasks stormed their house looking for him.
There has been an ongoing online campaign from opposition supporters and human rights activists, calling for the unconditional release of the two.
