Seven arrested over voter bribery in Mukono ahead of January 15 polls

Police in Mukono District are holding seven people, including a district councillor, on allegations of voter bribery .

This came after the suspects were found allegedly packing sugar intended for distribution to voters ahead of the January 15 general elections.

According to a police press statement dated January 7, 2026, the arrests followed an operation conducted on January 6 at about 4:00 p.m. at Happy Land Guest House in Katosi Central Cell, Katosi Ward, Katosi Town Council.

The suspects include Nakito Moreen Birungi, a female district councillor for Mukono District, alongside six others identified as residents of Katosi Town Council. Among those arrested are business people, a housewife, a student aged 17, and young adults from the area.

Police allege that the suspects were found packing sugar in half-kilogramme quantities, with each package containing a pocket-sized poster bearing the names of Hon. Nsubuga Kenneth Ssegabayunga, the Democratic Party flag bearer for Mukono North Constituency for the 2026–2031 term.

According to investigators, the sugar was initially packed in white polythene bags, after which the campaign posters were inserted before the packages were repacked into black kaveras for distribution.

Exhibits recovered from the scene include the packed sugar in both white and black polythene bags, as well as campaign posters of the parliamentary aspirant. Police say all the recovered items have been secured as evidence.

“All the seven suspects have been arrested and are currently in police custody as investigations continue,” Kampala Metropolitan Police spokesperson SP Kawala Racheal said in the statement.

The arrests come amid heightened enforcement against electoral offences as the country approaches polling day, with police repeatedly warning political actors and their supporters against engaging in voter bribery and other illegal campaign practices. Investigations into the Mukono incident are ongoing.
