Uganda Prisons say they have up to Shs10 million to pay anyone with information regarding the whereabouts of a runaway prison warder accused of shooting four people dead at Kiboga Central Prison on February 23, 2026.
Warder Moses Anguyo (No. 13544) is the prime suspect in the 10 am fatal shooting after he allegedly opened fire on his superiors during a routine inspection. A toddler and his civilian mother also died in the shooting.
“The Commissioner General, Uganda Prisons Service has put a bounty of Shs10,000,000 as reward to anyone who provides reliable information leading to the arrest of murderer No.13544 Warder Anguyo Moses, the prime suspect in the recent fatal shooting incident at Uganda Government Prison- Kiboga that left four people dead,” reads a Monday evening statement issued by prisons spokesperson, Frank Baine who promised to treat any information provided with “strict confidentiality.”
The deceased are the Deputy Officer in Charge (OC) of the facility, Assistant Superintendent of Prisons (ASP) Hope Catherine; Principal Officer I (POI) Bright Akishuri, who was the Third in Command at the prison, Sarah Ayebare,t he spouse of the Officer in Charge of Kiboga Prison and her toddler Salson Nuwagaba who was reportedly struck by a stray bullet and later succumbed to injuries.
Anguyo allegedly opened fire following a dispute over being cautioned for using WhatsApp while on duty during a routine inspection. The immediate trigger was the reprimand for violating prison regulations, compounded by reported frustrations over career stagnation.

On December 31, 2016, a police officer, Patrick Oloya, a field force unit personal committed suicide after locking himself inside his uni-port house at Pader Central Police Station.
In February 2017, a police officer, Godfrey Sabiti, who was attached to the VIP Protection Unit, killed himself after shooting his wife dead. Sabiti, who resided at Nsambya barracks, killed his wife before turning the same gun on himself after he allegedly tested HIV positive. Documents that were retrieved by the police showed Mr Sabiti’s wife, Akol, and their children had all their HIV results reading negative.
On October 18, 2017, Constable George Adimo, who was attached to the Field Force Unit base in Naguru, a city suburb, shot himself for unknown reasons. On March 20, 2018: A police officer, Alfred Omara Otto, who was attached to the Anti-Stock Theft (Unit) in Katakwi District, shot and killed two of his colleagues and one civilian, said to have been his girlfriend. The shooting also left two other civilians critically injured. The shooting reportedly arose from a domestic dispute between the shooter and his girlfriend.
