Teachers’ SACCO Leaders Remanded Over UGX 5 Billion Fraud Scandal

Kampala, Uganda — The State House Anti-Corruption Unit, working jointly with the Criminal Investigations Directorate (CID) and the Office of the Director of Public Prosecutions (ODPP), has arraigned Twinomujuni Nathan, Secretary of the Uganda Liberal Teachers’ Union Members SACCO, before the Buganda Road Chief Magistrates Court on charges of obtaining money by false pretence and conspiracy to defraud.

Twinomujuni, accused of swindling UGX 1.35 billion, was remanded until September 3, 2025. He now joins his two co-accused — Mutesasira Evans Kaganizo, Chairperson of the SACCO, and Esiingwa Hassan Maganda, Director of Hansem Technical Services Limited — who are already facing charges of misappropriating over UGX 3.6 billion.

The trio is alleged to have siphoned off part of the UGX 20 billion fund that President Yoweri Museveni granted to teachers’ SACCOs to improve their welfare. Investigations reveal that upon receipt of the funds, the SACCO leaders, working with Maganda, engaged in questionable transactions, including:

Purchase of land in Kiira Municipality at UGX 1.3 billion.

Acquisition of 500 acres of unidentified land in Kabwoya, Kyangwali Sub-county, Kikuube District, at UGX 2.75 billion.

Purchase of motor vehicles worth UGX 250 million.

Records show that on December 16, 2024, an installment of UGX 1.35 billion — part of the land deal in Kabwoya — was deposited on Maganda’s account.

The case has heightened public concern over the misuse of government funds intended to uplift teachers, with authorities vowing to ensure accountability.
