
KAMPALA.
The Uganda Muslim Supreme Council (UMSC), under the leadership of His Eminence the Mufti of Uganda, Sheikh Shaban Ramadhan Mubajje, has renewed its partnership with the Islamic Council of South Sudan (ICSS) led by its Secretary General (Mufti), Dr. Abdallah Baraji Rual.
The two institutions signed a new ten-year Memorandum of Understanding (MoU), replacing the previous one which had expired after a two-year term. The signing took place on Monday, July 21, 2025, during the closing ceremony of a week-long leadership training workshop for 40 Muslim leaders from South Sudan.
The event was held at the UMSC Headquarters Conference Hall in Old Kampala.
The renewed MoU is part of ongoing cooperation between the two brotherly organisations.
With the Islamic Council of South Sudan still in its formative stage, the partnership is designed to enable UMSC to share experiences in structured leadership, capacity building, and Islamic education development.

To that end, UMSC, in partnership with the Islamic University in Uganda (IUIU), organized a week-long leadership training program at the IUIU Female Campus in Kabojja. The training covered a range of topics including administration, managerial skills, conflict resolution, Islamic banking, dialogue methods, and preaching methodologies.
Presentations were delivered by distinguished scholars including Dr. Sheikh Ziyadi Swaleh Lubanga, UMSC Director of Sharia; Dr. Sheikh Hassan Mwaita; and Dr. Sheikh Abdallah Sserujja, among others.
During the closing ceremony, several dignitaries delivered remarks. Dr. Lubanga represented the facilitators, while UMSC Secretary General, Hon. Haji Abbas Muluubya Ssekyanzi, emphasized the significance of cooperation between the two institutions.
In his remarks, Dr. Abdallah Baraji praised the partnership as timely, enhancing both Islamic brotherhood and neighborly relations between Uganda and South Sudan.
He lauded the leadership of Mufti Mubaje, describing him as a Mujaddid (reformer) of Islamic affairs in the region and expressed his deep appreciation for the Mufti’s tireless efforts in the propagation and development of Islam.

Among the notable attendees were His Eminence Dr. Sheikh Hafiz Muhammad Bukenya (2nd Deputy Mufti), Sheikh Imran Ssali (Secretary for Religious Affairs), Sheikh Muhammad Murshid Luwemba (Secretary for Da’wah), and Dr. Abdallah Edris Sserwadda (Vice Chancellor, Islamic Call University), among others.
