URA, SICPA meet on Digital Tax Stamps as new Domestic Taxes chief takes brief

Uganda Revenue Authority’s newly appointed Commissioner for Domestic Taxes, Denis Kugonza Kateeba, has visited SICPA Uganda’s facilities in Kampala to review the operation of the Digital Tax Stamps (DTS) system.

Kateeba, who was accompanied by his team, was hosted by SICPA Uganda Country Manager Suzan Kitariko. The meeting focused on how the DTS works in practice and its role in promoting compliance and safeguarding both consumers and legitimate businesses.

The system employs security stamps with overt, semi-covert, and covert features, which are placed on excisable products. Each stamp carries a unique digital code that allows authentication, identification, and traceability of goods from production or importation through distribution to retail shelves.

Manufacturers and importers are required to affix the electronic stamps, while distributors and retailers are expected to validate them using a mobile application or an online platform provided by URA.

Officials noted that the DTS aims to protect the market from illicit trade, counterfeiting, smuggling, and under-declaration of products. It is also designed to improve fairness in the market by ensuring that compliant taxpayers benefit from better market access, protection of their trademarks, and increased consumer confidence.

The visit underscored URA’s collaboration with SICPA on strengthening the digital tax regime and signalled the new commissioner’s commitment to systems that are central to domestic tax administration.
