
KAMPALA. The Uganda Police Force has issued a new set of security and conduct guidelines aimed at promoting orderly and peaceful campaigns across the country as presidential, parliamentary, local government, and Special Interest Group (SIG) activities continue nationwide.
According to the police, all candidates at all levels and their teams are expected to strictly follow the established protocols, with an emphasis on close coordination with key stakeholders particularly the police and the Electoral Commission when organizing campaign programs. Authorities say such collaboration is essential to preventing clashes, confusion, and logistical challenges.
The police reiterated a ban on campaign processions, directing candidates to meet their supporters only at designated campaign venues. They also prohibited the use of ambulances as lead vehicles in campaign convoys and warned drivers against the misuse of emergency medical vehicles.
Security agencies condemned emerging incidents of violence, including the defacing of campaign posters, and noted that all offenders will be prosecuted. They also raised concerns over cyber-crimes linked to the campaign period, cautioning that the law provides for serious penalties.
Police further reported cases of criminals disguising themselves in party T-shirts and other campaign materials to rob the public of phones, money, and valuables. Security teams have been instructed to address these incidents firmly.
Persistent traffic violations, particularly the overloading of motor vehicles, also remain a concern. The police urged campaign organizers to work closely with traffic officers, emergency medical services, and fire brigade teams to minimize safety risks associated with large gatherings.
Authorities emphasized that individuals who violate campaign or security guidelines will be held personally accountable. Even if arrests are not made immediately, police say offenders will be tracked down and apprehended at a later time.
The Uganda Police Force maintained that the guidelines are intended to safeguard both participants and the general public as the campaign season intensifies.
