Bukono County Member of Parliament Persis Namuganza has formally declared her intention to run for Speaker of Parliament for the 2026–2031 term.
In a statement released on Tuesday, Namuganza said her decision is motivated by the need to foster unity, transparency and inclusive leadership within the House.
“I am deeply grateful for the opportunity to serve our country and hereby express my interest in the position of Speaker of Parliament for 2026–2031,” she stated. “My vision is anchored on unity, progress and justice. I am committed to ensuring that every voice is heard, promoting transparent governance and contributing to a better future for all Ugandans.”
Namuganza, who represents Bukono County in Namutumba District, is a seasoned lawmaker widely recognized for her outspoken stance on governance matters and the independence of Parliament. She recently graduated with a law degree from the Islamic University in Uganda (IUIU), an academic achievement that may strengthen her bid for the top parliamentary seat.
Her announcement adds momentum to what is shaping up to be a competitive race for Speaker in the 12th Parliament. Among those who have also signaled interest are incumbent Speaker Anita Among and Democratic Party president Norbert Mao.
The outcome of the race is expected to depend heavily on party dynamics, particularly within the ruling National Resistance Movement (NRM), which commands a majority in Parliament.
The Speaker is elected by Members of Parliament during the inaugural sitting of a newly constituted Parliament.
