The Government of Uganda has presented a request to Parliament seeking approval for an additional Shs6 trillion in funding to support increased expenditure by ministries, departments, agencies, and local governments during the 2024/2025 financial year.
The proposal was introduced in Parliament by the Minister of State for Finance, Planning and Economic Development (General Duties), Henry Musasizi, during a plenary sitting on Thursday, 12 March 2026.
During the session, which was chaired by the Speaker of Parliament Anita Annet Among, Musasizi presented the Supplementary Appropriation (No. 2) Bill, 2025. The proposed legislation seeks parliamentary authorization to provide additional resources to cover government spending needs for all four quarters of the current financial year.
According to the minister, the request is in line with Article 156(3) of the Constitution of the Republic of Uganda, which allows government to seek supplementary funding when the amount originally approved in the national budget becomes insufficient or when new spending needs arise that were not included in the initial appropriation.
Under the constitutional provision, any additional government expenditure must first be approved by Parliament through a supplementary appropriation process.

The request is also guided by provisions in the Public Finance Management Act 2015, which requires that supplementary budget requests be clearly justified and subjected to parliamentary scrutiny before approval.
Following the presentation, Speaker Among directed that the proposal be referred to the Parliamentary Budget Committee of Uganda for detailed review. The committee is expected to examine the request and present its findings and recommendations to the House before Parliament makes a final decision on the additional funding.
