KAMPALA.President Museveni has reshuffled senior Uganda People’s Defence Forces (UPDF) officers, making changes in the Air Force and military human resource leadership.
Under the changes, Colonel Kenneth Shilling has been appointed Director of Human Resource Management in the Air Force.
Brigadier General David Gonyi has been named Commandant of the Senior Command and Staff College in Kimaka, replacing Brigadier General Michael Kabango, who has been directed to report to the Joint Staff Human Resource Management department for redeployment.
According to an order of redeployment seen by this publication this Tuesday, Brigadier General Emanuel Kazahura has been appointed Acting Commandant of the Uganda Rapid Deployment Capability (URDC).
In another key change, Colonel Itungo Rwakishaija has been appointed Chief of Staff of the Air Force and granted the acting rank of Brigadier General, replacing Gonyi.
The reshuffle comes days after the UPDF held its annual Defence Strategic Retreat, where senior military and civilian leaders reviewed the force’s priorities and budget plans for the 2026/27 financial year.
The changes also follow the recent commissioning of a new LET L-410 transport aircraft for the Air Force as Uganda continues military operations against the Allied Democratic Forces (ADF) in eastern Democratic Republic of Congo and maintains troops under the African Union Support and Stabilization Mission in Somalia.
