The deputy Inspectorate of Government , Anne Twinomugisha Muhairwe directed Rose Nalumansi, the Kalungu chief administrative officer to take disciplinary action against Hussein Ssembajja, the Senior Assistant Secretary and Achilles Kiwanuka, the senior engineer for gross misconduct and misappropriation of Shs 18.9million.
Investigations conducted by the IGG office established that Lwabenge Sub-county received Shs 21.6m on December,6 2023 during the financial year 2023/2024, for maintenance of community access roads ,but the funds were mismanaged.
In a letter dated March 31, 2025 , Ms Muhairwe indicated that the duo received Shs 18,941,000 for the maintenance of Buwanda-Lwamanyonyi and Burora – Kiteredde roads in Lwabenge Sub-county, to conduct mobilization meetings and erect signposts on these roads but nothing was done.
The IGG also found out that Mr Ssembajja deposited Shs 17m on the bank account of M/s Frexo Oils Uganda Ltd for fuel for road maintenance on December 6,2023.
But the fuel station provided fuel of only Shs 1million to Willy Mutebi, a grader operator, under the directive of engineer Achilles Kiwanuka in March 2024. However, the fuel was not utilized on the road maintenance activities and there was no work done.
Also Ssembajja received Shs 1.08m and Shs 800,000 for mobilisation of meetings and signposts for the roads respectively, but these activities were not undertaken.
Both Ssembajja, and Kiwanuka, then acting district engineer, engaged in gross misconduct as defined under Section (F-R) 7 (F) of the Public Service Standing Orders by failing to account for public resources entrusted to them.
