KCCA convenes special sitting today to discuss Nakivubo Channel giveaway

KAMPALA.

Kampala Capital City Authority (KCCA) has called a special council sitting to discuss the controversial giveaway of Nakivubo Drainage Channel to city property magnet Hamis Kiggundu.
In a notice dated August 25, 2025, Authority Council Speaker Zahrah Luyirika said the special sitting is scheduled for today, Monday starting at 12pm.


“NOTICE is hereby given that there shall be a Special Council of the Authority Meeting on 25th August 2025 in the Council Chambers at 12:00 PM to handle Business on the Order Paper.”
According to the agenda, the meeting will include “communication from the Speaker” and a “discussion of controversies surrounding Nakivubo channel – City Executive Committee, Council of the Authority, and KCCA Management,” before adjournment.


The special council sitting comes just days after President Museveni endorsed Kiggundu’s plan to clean, cover, and redevelop Nakivubo Channel, granting him rights to construct stops above it to recover costs.
While the President hailed the proposal as “imaginative and simple,” Kampala Lord Mayor Erias Lukwago has blasted it as “illegal and fraudulent,” saying Kiggundu lacks approvals from both KCCA and the National Environment Management Authority (NEMA), the environmental watchdog .


Last week , KCCA held a closed door meeting with Mr Kiggundu and ,according to KCCA Deputy Executive Director David Kigenyi they instructed the businessman to “halt all activities that are ongoing without the requisite statutory guidance and permission” and to clear debris caused by his actions in order to restore proper stormwater flow.
