KAMPALA.Pearl Bank has appointed Dorcus Kiwemba Balimukuubo as its Chief Legal Officer and Company Secretary.
Also appointed is Steven Mwesige who comes in as Chief Information Security Officer.
The bank shared the appointments on Tuesday, describing the two executives as experienced professionals with extensive backgrounds in financial services, governance, and technology and information security.
Balimukuubo joined Pearl Bank in June 2026 after more than eight years at Standard Chartered Bank Uganda, where she served as Country Legal Counsel and Assistant Company Secretary. In that role, she provided legal and governance support to the board, executive management and business functions.
She previously held progressively senior legal positions at Ecobank Uganda, including Acting Head of Legal, after beginning her banking career as a Legal Officer. Earlier, she worked as an Advocate at Capital Law Partners & Advocates, advising clients on corporate, commercial, banking and litigation matters.
With more than 14 years’ experience in the financial services sector, Kiwemba specialises in board governance, regulatory compliance, legal risk management and strategic advisory. Her experience also includes company secretarial activities, litigation management, external counsel oversight, credit and recoveries, high-value transactions and strategic business initiatives.
Pearl Bank said her expertise would support the institution’s efforts to strengthen governance frameworks, manage regulatory and legal risks, and provide effective oversight across its legal, risk and compliance functions.
Kiwemba holds a Graduate qualification from the Chartered Governance Institute (UK & Ireland) and a Bachelor of Laws (Hons) from Makerere University. She is a member of the Uganda Law Society and the East African Law Society.
Mwesige, meanwhile, has been confirmed as Pearl Bank’s Chief Information Security Officer after serving as Acting Chief Information Security Officer from July 2025 to June 2026. He has more than 15 years’ experience covering information technology, cybersecurity and enterprise risk management.
Since rejoining Pearl Bank in 2020, Mwesige has led the transformation of the bank’s cybersecurity function, strengthened its security posture and guided it to achieve the internationally recognised ISO/IEC 27001:2022 and PCI DSS certifications.
His areas of expertise include cybersecurity strategy, enterprise risk governance, cyber risk management, data protection, regulatory compliance, security operations and responsible artificial intelligence governance.
Before his confirmation in July 2026, Mwesige served as Head of ICT Security and Governance from March 2024 to June 2025 and as Manager, ICT Security and Data Protection, from September 2020 to February 2024. He previously worked as an ICT Risk Officer at Bank of Africa Uganda, ICT Solutions Architect and Lead Penetration Tester at Summit Consulting, and ICT Security Officer at Pearl Bank.
His earlier roles included serving as Manager and Senior Trainer at the Institute of Forensics and ICT Security and Systems Administrator at the Anti-Corruption Coalition Uganda.
Beyond his executive responsibilities, Mwesige is Governor of the Uganda Chapter of the Global Council for Responsible AI and Board Chairperson of the Pearl Bank Staff SACCO. He is also involved in developing local technology talent, mentoring emerging technology leaders and promoting continuous learning and innovation within Uganda’s technology sector.
Mwesige holds an Executive MBA in Artificial Intelligence and Blockchain with distinction from Guglielmo Marconi University in Italy and a Bachelor of Science in Information Technology from Uganda Christian University. His professional qualifications include certificates in Risk Governance and Cyber Risk Governance from the DCRO Institute, ISO/IEC 27001 Lead Implementer and Certified Ethical Hacker credentials, as well as an executive qualification in Managing Risk in the Information Age from Harvard University.
