The Uganda Peoples’ Defence Forces (UPDF) has appointed Col. Winston Mugarura as the new Deputy Commander of the 3 Infantry Division
He replaces Brig.General Allan Kyangungu.
Col. Mugarura officially assumed office on Thursday during a handover and takeover ceremony held at the 3 Infantry Division Headquarters in Moroto.
The appointment is part of the UPDF’s routine leadership rotations across its formations, with the military saying such deployments are intended to strengthen professionalism while introducing new skills, experience and perspectives within the force.
Presiding over the ceremony, 3 Infantry Division Commander Maj Gen. Wilberforce Serunkuma described transfers and deployments as a normal aspect of military service.
He commended Brig. Gen. Kyangungu for his dedicated service to the division, particularly his contribution to strengthening foundational troop training and enhancing operational readiness.
Maj. Gen. Serunkuma also expressed confidence that Col. Mugarura’s previous experience in the Karamoja sub-region would enable him to settle quickly into his new responsibilities.
The Division Commander tasked the new deputy commander with safeguarding and consolidating the socio-economic gains achieved in the region while encouraging commanders to foster teamwork and a supportive working environment among the troops.
“The UPDF is a brotherhood; you only have the title of a commander because of the men you lead,” Maj. Gen. Serunkuma said.
He urged commanders to mentor their personnel, guide them professionally and help them correct mistakes before they escalate.
In his maiden remarks after assuming office, Col. Mugarura pledged to lead through teamwork, mentorship and commitment to duty.
“I will strive to earn the trust and respect of those under command to ensure success and sustainable gains,” he said.
The 3 Infantry Division is one of the UPDF’s key formations responsible for operations in Uganda’s north-eastern region, including Karamoja, where security forces continue to implement initiatives aimed at improving security, combating cattle rustling and supporting regional stability.
The handover ceremony was attended by senior UPDF officers, representatives from sister security agencies and regional leaders, including Anti-Stock Theft Unit Commandant ACP Francis Chemusto and the Mountain Moroto Police Commander.
