Equal Opportunities Commission Releases 2026/27 Gender and Equity Budget Assessment

The Equal Opportunities Commission has released its assessment of the Budget Framework Paper for the 2026/27 financial year, evaluating compliance with gender and equity requirements across government ministries, departments and agencies.

The report was presented at the commission’s headquarters in Kampala under the theme: “Gender and Equity Responsive Budgeting as a Requisite for Monetization of Uganda’s Economy through Commercial Agriculture, Industrialization, Expanding and Broadening Services, Digital Transformation and Market Access.”

Speaking at the dissemination event, the Chairperson of the commission, Sofia Nalule Jjuuko, said the latest assessment shows notable improvement compared to previous years.

She attributed the better performance to several factors, including increased prioritization of initiatives aimed at improving livelihoods and addressing regional disparities that hinder inclusive development.

However, Jjuuko pointed out that some gaps remain. She noted instances where specific vote interventions were not clearly reflected in the consolidated Programme Budget Framework Paper. She also highlighted inconsistencies between vote-level budget priorities and broader programme priorities for the 2026/27 financial year.

The commission emphasized the need for stronger alignment in planning and budgeting processes to ensure that gender and equity considerations are fully integrated into Uganda’s national development agenda.
