IGG directs interdiction of Kalungu District officials

KALUNGU. The Inspector General of Government (IGG), Lady Justice Naluzze Aisha Batala, has ordered the interdiction of the Chief Administrative Officer of Kalungu District, Ms Rose Nalumansi, along with three other officials over alleged mismanagement of public funds.

In a directive dated December 19th to the Permanent Secretary of the Ministry of Local Government, Mr Ben Kumumanya, the Inspectorate of Government revealed that it initiated investigations into Ms Nalumansi and three other officials following a complaint concerning gross mismanagement of public funds.

Other officials implicated include; Mr Ismail Twaha Biggwa, chief finance officer; Ms Sylvia Grace Nakanwagi, district education officer; and Mr James Muhangi, assistant engineering officer.

According to the IGG, the funds in question were allocated for the renovation and construction of 22 primary and secondary schools in Kalungu District, as well as the construction of the district administration block for the financial year 2024/2025.

“Investigations so far conducted have revealed irregularities in the procurement process, conflict of interest, and abuse of office by some district officials, leading to shoddy works and financial loss,” the statement read.

Lady Justice Naluzze noted that the four officials have been stopped from performing their official duties as investigations continue into the alleged mismanagement of funds.

The statement cited constitutional and legal provisions empowering the IGG:

“Article 230 (2) of the Constitution of the Republic of Uganda and Section 13 (6) of the IG Act provide that the Inspector General of Government may, during the course of his or her duties or as a consequence of his or her findings, make such orders and give such directions as are necessary and appropriate in the circumstances.”

The ongoing investigation underscores the IGG’s commitment to accountability and transparency in the management of public resources at the district level.
