Nema halts illegal encroachment on Ssezibwa wetland, impounds equipment

The National Environment Management Authority (Nema), in collaboration with the Uganda Police Force Environmental Protection Force, the Uganda People’s Defence Force, and the Environmental Protection Police Unit, has cracked down on illegal activities degrading a section of the Ssezibwa Catchment System in Wakiso District.

The enforcement operation, according to a statement from Nema was conducted over the weekend in Kalagala Village, Dundu Parish, successfully halted unauthorised earthworks and dumping in the sensitive wetland area. Authorities arrested key individuals suspected of orchestrating the illegal development, while heavy machinery deployed on site was impounded and taken into safe custody for further investigations.

Inspections at the scene revealed ongoing preparations for an industrial facility aimed at manufacturing and recycling spare parts. Workers confirmed the land was being cleared and filled specifically for this purpose. However, no environmental approvals or permits had been issued by Nema, making the entire project unlawful.

Nema stressed the critical importance of wetlands, stating: “Wetlands are vital for biodiversity, water regulation, and the wellbeing of surrounding communities. Any development within such ecosystems must strictly comply with established environmental requirements.”

The authority reaffirmed its firm stance on enforcement, noting: “NEMA reiterates its unwavering commitment to protecting Uganda’s wetlands and enforcing environmental laws across the country.”

Under the National Environment Act (Cap. 181), wetlands enjoy strict legal protection. Activities such as dumping, drainage, excavation, or construction require prior written approval from NEMA. Violations constitute environmental offences, carrying severe penalties—including up to 12 years imprisonment, fines reaching UGX 600 million for aggravated cases, or both for severe or repeated breaches.

This latest intervention underscores NEMA’s ongoing efforts to curb wetland encroachment amid rising development pressures in areas like Wakiso. The operation serves as a warning to potential violators that illegal degradation will face swift and decisive action to safeguard Uganda’s fragile ecosystems.
