Uganda Moves to Seal Cargo Loopholes with URA–UCCA Digital Pact

The Uganda Revenue Authority (URA) has joined forces with the Uganda Cargo Consolidators Association (UCCA) in a new partnership aimed at transforming how cargo is cleared in the country. The two institutions announced plans to integrate their systems digitally, a move expected to streamline clearance processes, enhance traceability, and close loopholes that have long enabled fraud in the cargo sector.

The initiative was unveiled during a meeting at URA’s Nakawa headquarters, where both sides committed to fast-tracking the integration. URA Commissioner General John Rujoki Musinguzi underscored the urgency of digitization, noting that weak registration and licensing procedures have created gaps exploited by smugglers and illegal handlers. “With proper automation and data sharing, we shall not only improve speed and efficiency but also secure the integrity of the sector and safeguard revenue,” he said.

For consolidators, the shift promises greater legitimacy and order in an industry often accused of opacity. Kenneth Ayebare, chairperson of UCCA, said automation would help address the challenge of identifying genuine players and improve monitoring of cargo throughout the supply chain. “Digitization is not optional, it is the future of trade logistics,” he stressed.

As part of the roadmap, URA’s information technology experts will work closely with UCCA to build the digital infrastructure needed to support seamless registration, licensing, and cargo tracking. Both institutions believe the collaboration will not only improve the business climate for legitimate traders but also boost investor confidence in Uganda’s logistics and trade sector.

The partnership marks a bold step in aligning Uganda’s cargo operations with international standards, promising faster clearance times, enhanced transparency, and a stronger shield against fraud that has long undermined the industry.
