The Uganda National Bureau of Standards (UNBS) has unveiled a new digital imports portal designed to fast-track inspection and clearance processes for imported goods, in a move aimed at improving trade efficiency and reducing operational costs.
The new web-based system, dubbed the “e-Portal,” integrates seamlessly with the Uganda Revenue Authority’s (URA) Asycuda World system and is now live at https://eportal.unbs.go.ug.
According to UNBS, the platform automates critical functions such as certificate issuance, fee management, and real-time tracking of inspection statuses, all of which are expected to significantly reduce clearance times at border points.
“All consignments accompanied by valid Certificates of Conformity (CoC) and Road Worthiness (CRW) will now be released without delay,” said Eng. James Kasigwa, Executive Director of UNBS.
The move follows findings from a 2022 World Bank report on African trade logistics, which cited that Ugandan importers face up to 15% in losses due to customs delays. By automating import inspections, the UNBS hopes to address this gap and enhance transparency in the clearance process.
Under the UNBS Inspection and Clearance of Imports Regulation (2022), all products covered under compulsory standards must undergo mandatory inspection. The new e-Portal streamlines this requirement by automatically generating Import Clearance Certificates (ICCs) once inspections are completed.
Key features of the platform include, Real-time dashboard access for importers to monitor transactions and fee, Automated handling of Pre-Export Verification of Conformity (PVoC) exemption requests, Mobile-enabled applications for PVoC exemptions and seizure Management, Integrated laboratory sample submission and tracking, Enhanced cybersecurity and audit capabilities
Additionally, both importers and government agencies will benefit from improved tracking of Turnaround Time (TAT), helping to eliminate unnecessary delays and lower the cost of doing business.
UNBS officials say the digital transformation aligns with the bureau’s broader goal of enhancing service delivery and reinforcing public trust in import regulation processes.
