
KAMPALA. A total of 433 police officers have been transferred in a wide-ranging reshuffle that takes immediate effect.
The changes effected by the Inspector General of Police, Abas Byakagaba, affect several directorates and units within the Uganda Police Force, including Welfare, Production and Sports; Human Resource Administration; Chief Political Commissariat; Human Resource Development; Fire and Rescue Services; the Professional Standards Unit; and the Traffic Directorate, among others.
Among the senior changes, Senior Commissioner of Police Geoffrey Chombe, who had no prior deployment, has been assigned to the Inspector General’s office. Commissioner of Police Alison Agaba, also previously without deployment, has been posted to Interpol.
Commissioner of Police John William Okalany, who was similarly undeployed, has been assigned to the Human Rights and Legal Services Directorate as Commissioner in charge of Legal Advisory. Commissioner Richard Arumadri has been posted to the Finance Department.
Assistant Commissioner of Police Richard Mugwisagye has been appointed Deputy Commandant of the Professional Standards Unit.
The reshuffle has also affected officers who recently completed the Joint Junior Political Education and Leadership Course at the Oliver Reginald Tambo Leadership School in Kaweweta. Among them, former Kampala Central Police Station operations commander, Assistant Superintendent of Police Ivan Nduhura, has been deployed to West Nile as Police Legal Officer.
Commissioner of Police Enock Baine, formerly attached to the Joint Operations Centre in Naguru, has been appointed Commissioner in charge of the Police Duty Free Scheme and Supermarkets. Assistant Commissioner Grace Ewiku has been posted to the Agriculture Police as Head of Crop Production.
In the Marine Unit, Senior Superintendent of Police Bashir Siriba has been appointed Coordinator of the National Drowning Prevention Programme.
Senior Superintendent of Police Ahmed Kimera Seguya has been transferred from Police Operations to the Railways Unit as Head of Operations, replacing Senior Superintendent of Police Moses Okello, who has been moved to the Human Resource Administration Directorate pending further training.
Senior Superintendent of Police Diana Nyamisango has been appointed Regional Police Commander for Katonga Region, while Senior Superintendent Richard Musisi has been named Deputy RPC for East Kyoga. Senior Superintendent Nelson Sooma, formerly Deputy RPC for Kidepo, has been transferred to Busoga East as Regional Staff Officer, while Senior Superintendent Agnes Agabirwe has been posted to Kigezi as Deputy RPC.
Superintendent of Police Patrick Opio, formerly Jinja Road Police Commander, has been transferred to Ibanda as District Police Commander.
Former Kampala Metropolitan Deputy Police Spokesperson, Assistant Superintendent of Police Paul Kangave, has been moved from Kwania Central Police Station, where he served as Officer in Charge, and posted to Namayingo in the same role. He has been swapped with Assistant Superintendent of Police Richardson Arop, who moves to Kwania.
Assistant Superintendent of Police Shubah Hassan Nyombi, formerly Officer in Charge of Nalufenya Police Station in Jinja, has been appointed Officer in Charge of Ntaawo Police Station in Mukono, replacing Assistant Superintendent of Police Emma Bagenda, who was killed last November while pursuing armed suspects. Police say five suspects have since been arrested and confessed to the murder.
Superintendent of Police Joseph Akatuhweta has been transferred from Rwizi Region to Aswa West as Regional Inspector of Vehicles in the Traffic Directorate, while Superintendent of Police Edgar Kulayigye has been appointed Supervisor of the Intelligence Transport Monitoring Section in the Traffic Police.
The reshuffle also includes 32 officers who recently completed the Intermediate Command Staff Course at Bwebajja. Among them, Superintendent of Police Justine Opus has been appointed Deputy Traffic Commander for the Kampala Metropolitan Area, while Superintendent of Police Moses Mutabingwa has been posted to Rwenzori East as Regional Traffic Officer.
In the Criminal Investigations Directorate (CID), 132 officers have been reshuffled.
Assistant Commissioner of Police Moses Taremwa, formerly CID Commander for the Kampala Metropolitan Area, has been appointed Acting Commissioner of the Trafficking in Persons Department. Assistant Commissioner of Police Peter Muwonge has been moved from the Homicide Department to Acting Commissioner in charge of Inspection at CID Headquarters in Kibuli.
Assistant Commissioner of Police Charles Mutungi, who had no previous deployment, has been posted to the Uganda Anti-Money Laundering Task Force.
