DF’s Kasagga backs Museveni on halting Luweero Municipality Bid

LUWEERO. Democratic Front candidate for Katikamu North, Ronald Kasagga, has backed President Museveni’s decision to halt the elevation of Luweero Town Council Municipality, arguing that the district is not yet ready for the status.

Kasagga says Luweero still lacks the economic capacity and infrastructural development needed to sustain a municipality.

He notes that the district collects limited revenue, has few investments, and continues to struggle with high unemployment.

“Just a few leaders who are greedy for power and positions are pushing for the elevation of Luweero,” Kasagga said.

“When I am voted as MP for Katikamu North in 2026, I will not allow the Town Council to be elevated. I will first look for investors to bring factories that can support the municipality through revenue. These people want to double property revenue and increase taxes for people selling tomatoes in markets and other low-income earners.”

Kasagga also pointed out that the district lacks a reasonable number of health facilities, which would have to be shared between the proposed divisions of Luweero and Kasana if the municipality status were granted.

However, his rival Ronald Ndawula, who is contesting for the same constituency and former mayor of Luwero Town Council dismissed Kasagga’s remarks, saying he has ignored the opportunities that come with municipal status.

“The Town Council budget will be increased. We have inadequate road equipment, but when we get municipal status, we shall get another grader to help in repairing roads, as well as tarmac roads supported by Uganda Support to Municipal Infrastructure Development Program (USMID)” Ndawula said, adding that municipality status would attract more development projects and improve service delivery.

During his PDM tour in Luweero, President Museveni also declined to honour the local leaders request , arguing that some areas demanding municipality status are not prepared and often end up placing heavy revenue burdens on locals who are not ready for the changes.
