The Ministry for Kampala Capital City Authority and Metropolitan Affairs has cautioned Wakiso District officials against reallocating market stalls to new occupants once the construction of two modern markets is complete.
Undersecretary Monica Edemachu issued the warning during the signing of contracts for the construction of Nakawuka and Wakiso Daily markets at the district headquarters on Wednesday. She stressed that current vendors must retain their spaces in the upgraded facilities.
“The ministry is fully aware of the vendors operating in these markets. No one should be displaced or replaced when the new markets are completed,” Edemachu said.
She noted that the project should generate employment opportunities, particularly for youth and women in Wakiso District and surrounding areas. Beyond job creation, she emphasized that the development must have a lasting positive impact on livelihoods both during and after construction.

Edemachu also highlighted the need for child-friendly spaces within the new markets, observing that many vendors work alongside their children. She added that adequate security arrangements, including police presence, will be necessary due to the expected high number of traders and customers. Improved access roads and safety measures to reduce accidents at the sites were also among the ministry’s priorities.
Wakiso District Assistant Engineer Eng. Lilian Namutebi revealed that approximately sh19 billion has been allocated for the Nakawuka market, while sh23 billion will go toward the Wakiso Daily Market. Construction of both facilities is expected to be completed within one year, and she urged contractors to adhere strictly to the project timelines.

Techno Three Uganda Ltd has been contracted to build the Wakiso Central Market, while Scaffold Engineering and Construction Ltd will handle the Nakawuka project. Oversight will be provided by UB Consulting Engineering Ltd, led by Steven Kibuuka.
Kibuuka encouraged the contractors to remain diligent and complete the work on schedule, warning against complacency after receiving funds.
Meanwhile, Wakiso District Chief Administrative Officer Jude Bukenya called for high construction standards and assured the ministry that no civil servant would be allowed to claim market stalls intended for vendors.
