The Resident District Commissioner (RDC) of Mbale District, Stanley Bayole, has cautioned local government officials against absenteeism, poor work ethics and corruption, particularly in the management of the Parish Development Model (PDM).
The warning was issued during a district planning and review meeting held at Mbale Secondary School. The meeting brought together district leaders and technical staff including the Chief Administrative Officer (CAO), the District Vice Chairperson Bess Katami, parish chiefs, sub-county chiefs, Community Development Officers (CDOs) and other government officials.
While addressing the gathering as chief guest, Bayole thanked both technical and political leaders for their role in mobilizing support for the government led by Yoweri Museveni. He however emphasized the need for greater accountability among public servants, reminding them that their positions are meant to serve the public effectively.

The RDC raised concern about absenteeism among some sub-county leaders. To demonstrate the seriousness of the issue, he conducted an impromptu roll call during the meeting. Out of 17 sub-county chiefs expected to attend, only seven were present.
Bayole warned that continued absence from duty would not be tolerated, noting that such behavior negatively affects service delivery to citizens.
He also addressed technical officers including Community Development Officers, agriculture officers, fisheries officers and commercial officers, urging them to carry out their responsibilities with integrity, especially when handling funds under the Parish Development Model, which is intended to support communities and reduce poverty.
During the event, the RDC handed over motorcycles to agricultural extension workers to help improve mobility as they deliver services to farmers and PDM beneficiaries across the district.

The meeting ended with Bayole commending the Chief Administrative Officer for demonstrating dedication and professionalism in managing district affairs, encouraging other officials to emulate the same level of commitment in serving the public.
