KAMPALA, Uganda – The Government of Uganda has reaffirmed its commitment to strengthening higher education, research and innovation, with the Minister of Finance, Planning and Economic Development, Henry Musasizi pledging continued support for Makerere University’s research-led agenda during the official launch of the University’s Strategic Plan 2026–2030.
The high-profile event, held on Thursday at Makerere University’s Main Campus in Kampala, attracted government officials, university leaders, development partners, researchers, faculty members, students, vice chancellors from other public universities and representatives from industry, all gathered to witness the unveiling of a five-year blueprint that is expected to shape the institution’s future.
Officiating as the Chief Guest, Minister Musasizi applauded Makerere University’s commitment to driving Uganda’s development through research, innovation and quality education. He pledged the Government’s continued support towards the University’s ambition of becoming a globally competitive research-led institution capable of generating practical solutions to national and regional challenges.
Makerere University Vice Chancellor, Barnabas Nawangwe, described the launch as a defining moment in the University’s journey towards academic excellence and national transformation.
“This Strategic Plan builds on our rich legacy while positioning Makerere University as a leader in addressing contemporary challenges through cutting-edge research, quality education and innovation,” Prof. Nawangwe said.
He noted that the new strategic roadmap seeks to consolidate the University’s achievements while preparing it to respond effectively to emerging global trends in higher education, technology, entrepreneurship and sustainable development.
The Vice Chancellor also welcomed the Minister’s pledge to support the University’s research-led agenda, saying stronger government investment in research would enable Makerere to expand its impact on Uganda’s socio-economic development.
The Strategic Plan 2026–2030 was developed through an extensive consultative process coordinated by the Deputy Vice Chancellor for Finance and Administration, Henry Alinaitwe.
The planning process brought together members of the University Council, management, academic staff, students, administrative staff, alumni, government agencies, development partners and the private sector to ensure that the final document reflects both institutional aspirations and national development priorities.
According to university officials, the plan aligns closely with Uganda’s National Development Plan and the country’s broader agenda of promoting science, technology, innovation and industrialisation as engines of economic growth.
Executive Director of the National Planning Authority, Joseph Muvawala, emphasized that the University’s strategic priorities are well aligned with Uganda’s national development agenda.
He observed that universities remain central to producing knowledge, innovation and skilled human resources needed to transform the country’s economy.
Chairperson of the Makerere University Council, Lorna Magara, reaffirmed the Council’s commitment to providing strategic leadership and effective oversight throughout the implementation of the plan.
“The University Council is fully committed to providing the strategic leadership and oversight necessary for the successful implementation of this Plan. It will strengthen Makerere’s role as a driver of Uganda’s socio-economic transformation and ensure we remain a beacon of excellence in higher education across Africa,” Dr. Magara said.
She stressed that accountability, sound governance and prudent resource management would remain critical in ensuring the University achieves the ambitious targets outlined in the new strategic framework.
Makerere University has over the years established itself as Uganda’s premier institution of higher learning and one of Africa’s leading research universities.
Its researchers have contributed significantly to breakthroughs in health sciences, agriculture, engineering, information and communication technology, environmental conservation, education, governance and public policy.
Innovations emerging from the University have supported improvements in disease control, crop production, climate resilience, industrial development and digital transformation, making Makerere a key contributor to Uganda’s national development.

The Government’s commitment to supporting research is expected to strengthen investments in modern laboratories, research infrastructure, innovation hubs, postgraduate education, commercialization of research outputs and partnerships with both local industries and international institutions.
The Strategic Plan 2026–2030 outlines several strategic priorities that will guide the University’s development over the next five years.
Among the key pillars are enhancing excellence in teaching and learning through curriculum transformation and digital education; advancing research, innovation and knowledge generation; strengthening physical infrastructure and environmental sustainability; promoting inclusivity, diversity and student welfare; improving governance and institutional effectiveness; and deepening collaboration with government, industry, communities and international partners.
The University also intends to expand digital transformation initiatives, strengthen financial sustainability through resource mobilisation and income generation, and position itself as a leading centre for interdisciplinary research capable of addressing complex societal challenges.
The launch comes at a time when Uganda is placing increasing emphasis on science, technology and innovation as critical drivers of industrialisation, job creation and economic transformation.
Government officials at the event noted that institutions such as Makerere University have a vital responsibility to generate research-based solutions that support policy formulation, improve productivity and enhance national competitiveness.
Stakeholders expressed optimism that stronger collaboration between government, academia, development partners and the private sector will accelerate the University’s contribution towards achieving Uganda’s long-term development goals.
Development partners who attended the event commended Makerere University’s commitment to academic excellence and innovation, describing the Strategic Plan as a comprehensive framework that will strengthen institutional resilience while expanding opportunities for international collaboration.
Vice Chancellors from other public universities, college principals, deans, professors and student leaders also attended the launch, demonstrating broad support for the University’s vision.
Following the official ceremony, guests participated in a networking breakfast and media engagement session, where discussions focused on the implementation roadmap and opportunities for strategic partnerships.
As Makerere University embarks on implementing its Strategic Plan 2026–2030, the institution hopes to consolidate its position as one of Africa’s foremost centres of excellence in teaching, research and innovation, while producing graduates equipped with the knowledge and skills required to thrive in an increasingly dynamic global economy.
The launch marks the beginning of a new chapter for Makerere University—one that places research, innovation, academic excellence and strategic partnerships at the heart of Uganda’s journey towards sustainable socio-economic transformation.
