President Museveni has appointed Mr Arthur Mugyenyi as the new Director General of the Internal Security Organization (ISO).
Mugyenyi is currently a Director at ISO and has previously headed Internal Security in Mbarara District.
The position fell vacant following the death of Brig. Gen. Charles Oluka who died on January 29, 2025. As Uganda’s spy chief since 2020, Oluka,57 played a key role in rebuilding the reputation of the country’s local intelligence gathering outfit from the tumult left by his predecessor Col Kaka Bagyenda. ISO , formed in 1986 is the Uganda government’s counter intelligence agency responsible for providing national security intelligence to Uganda’s policy makers.
It also engages in covert activities at the request of the President of Uganda.
The President has also appointed Mr Tony Kinyera Apecu as Deputy Director General of ISO, replacing Col. Emma Katabazi, who has been appointed Deputy Ambassador.
ISO functions
Like all intelligence organisations, ISO’s main function is to ensure the stability and longevity of the state.
It does this through monitoring priority government programmes that are critical to the well being of the state, as well as collecting intelligence on locally based groups engaging in or intending to engage in acts of subversion, sabotage or destabilising the country.
