
KAMPALA. The Malaysian Honorary Consul to Uganda, Hajj Habib Kagimu, was involved in a fracas at the Gadaffi National Mosque in Old Kampala on Thursday night, October 16th, 2025
He allegedly ordered his security guards to shoot at the security personnel at the Uganda Muslim Supreme Council (UMSC) headquarters. Witnesses reported that Hajj Kagimu, who was accompanied by his deputy Hajj Ismail Bbumba arrived at the mosque in an entourage of vehicles bearing diplomatic number plates, indicating a foreign delegation.
Upon arrival at the main gate, the group was stopped by security guards who inquired about the occupants. However, they were reportedly responded to rudely, with claims that the team comprised foreign diplomats sent by government to tour the mosque, which was already closed at the time. They allegedly ordered the gate opened immediately — and the guards complied.
The guard immediately alerted his superior about the unfamiliar visitors who had alighted and were being escorted around the premises by Hajj Kagimu and Ismail Bbumba, as though they were UMSC officials authorized to handle guests.
It was at this point that one of the guards approached Hajj Kagimu, questioning why he frequently exhibited arrogance by bringing guests late at night without notifying the UMSC leadership for proper protocol and coordination. According to reports, both Kagimu and Bbumba burst out angrily, shouting that no one could stop them from doing what they wanted since they were “high-profile government personalities.” Their reaction reportedly left the foreign guests bewildered.
The guards then contacted the Chief Security Officer for guidance on how to handle the escalating situation. The incident reportedly spiraled out of control, prompting Hajj Kagimu, who appeared embarrassed, to order his entourage to prepare to leave. His private guards, some dressed in counter terrorism uniforms, army green fatigues, and civilian clothes, allegedly drew their guns and threatened to shoot anyone who approached their principals as they ran alongside the convoy toward the gate, which they opened themselves before leaving.
When contacted, the UMSC Chief Security Officer confirmed the fracas, saying this was not the first time Hajj Kagimu had exhibited undiplomatic behavior.
“My office has written a report which has been submitted to the relevant authorities, and we have commenced investigations into the intentions of Hajj Kagimu,” he said.
