
In a significant move to strengthen the country’s judicial leadership, President Museveni has appointed Justice Moses Kazibwe Kawumi as the new Deputy Chief Justice.
The President also named Her Worship Agnes Alum as the new Chief Registrar of the Judiciary.
The appointments were confirmed in a statement released on Thursday, May 14, 2026, by the Presidential Press Unit (PPU). The changes represent a strategic shift in the leadership of the judicial arm of government, aimed at enhancing the administration of justice across the country.
The appointment of Justice Kawumi, a veteran legal professional with years of service on the bench, to the second-highest office in the judiciary comes at a time when the legal system is undergoing various reforms to improve efficiency and transparency.
However, his transition to the role is subject to legislative oversight; the PPU noted that his name has already been submitted to the Parliament of Uganda for the mandatory vetting and approval process.
Simultaneously, the appointment of Her Worship Alum as Chief Registrar brings a fresh perspective to the administrative wing of the courts. As Chief Registrar, Alum will be responsible for the day-to-day operations of the courts, managing human resources, and ensuring that the judicial registry functions effectively to serve the public.
These appointments are seen as part of the President’s ongoing efforts to ensure the judiciary remains robust and capable of handling the nation’s legal demands. Following the parliamentary approval of Justice Kawumi, both officials are expected to be sworn in to begin their new tenures, providing stability and direction to the legal community and the general public at large.
