The Vice Chancellor of Victoria University, Dr. Lawrence Muganga, has been appointed State Minister for Internal Affairs in the latest cabinet reshuffle announced by President Yoweri Kaguta Museveni.
Dr. Muganga, a renowned educationist, author and transformational leader, has in recent years become one of the most visible figures in Uganda’s higher education sector through his leadership at Victoria University. His appointment marks a major transition from academia into national politics and public administration.
Known for championing practical education, innovation and technology-driven learning, Dr. Muganga has earned recognition both locally and internationally for his efforts to modernize higher education in Uganda. Under his stewardship, Victoria University expanded its visibility through aggressive student-centered programmes, digital learning initiatives and partnerships aimed at equipping graduates with hands-on skills for the job market.
Political analysts say his appointment signals government’s continued interest in bringing technocrats and professionals into public service. Supporters have described the move as a reward for his leadership, communication skills and ability to connect with young people.
As State Minister for Internal Affairs, Dr. Muganga is expected to support the Ministry in areas concerning national security coordination, immigration services, citizenship matters and community safety.
His appointment has since generated widespread discussion on social media, with many Ugandans congratulating him on the new role while others expressed optimism that his youthful and innovative leadership style could bring fresh energy to government service.
