KAMPALA — Kampala Lord Mayor Ronald Balimwezo Nsubuga has cautioned the Minister for Kampala, Miisa Kabanda, against making any decision that could lead to the loss of the Constitutional Square, urging her to protect the public space.

Balimwezo made the remarks while addressing journalists at City Hall in Kampala, where he called on the minister to carefully consider the implications of any decision concerning the future of the square.

He also warned the minister against what he described as attempts by individuals to influence her decision over the controversial space.

“Dare not to connive with Hassan Bulwada,” Balimwezo warned, while urging the minister to protect the interests of Kampala residents.

Balimwezo welcomed President Yoweri Museveni’s reported decision to refer the matter concerning the Constitutional Square to the Minister for Kampala and the Kampala Capital City Authority (KCCA).

However, he argued that the President should have referred to the legal provisions governing the space, which he said restrict activities that could undermine its designated purpose.

He urged the minister to maintain the Constitutional Square as a public space, saying it should remain accessible for public use.

Balimwezo also rejected arguments that the square had been turned into a demonstration ground, maintaining that its status is protected by the Constitution and other applicable laws.

He further called upon police and other security personnel operating from the area to respect the designated purpose of the space and allow members of the public to access it.

Meanwhile, Kampala Central Division Mayor Salimu Uhuru dismissed allegations that the President had given away the Constitutional Square.

Uhuru said the President had instead referred the matter to the Minister for Kampala for consideration, arguing that the issue should not be portrayed as a decision to hand over the public space.
