Eight security guards charged over Bank of Uganda break- in

KAMPALA.Eight security personnel, including five police officers from the Directorate of Counter Terrorism Tactical Unit, have been charged over a break-in and theft at the Bank of Uganda headquarters in Kampala.

The suspects appeared before Buganda Road Chief Magistrate’s Court on Monday and were charged with neglect to prevent a felony under Section 362 of the Penal Code Act. They all denied the charge.

Grade One Magistrate Rophine Achayo informed them of their right to apply for bail but said the applications could not proceed because documents had not been uploaded to the Electronic Court Case Management Information System. “You have a right to apply for bail, but since you have not uploaded your documents on the ECCMIS, you are hereby remanded until May 29 for bail application,” Ms Achayo ruled.

The accused are Sgt. Joseph Amone and constables Wilson Ouma, Thomas Omach, Shafic Mungusho and Brian Oryono- all deployed at the central bank under the Counter Terrorism Tactical Unit. Also charged are Alex Onduri and Solomon Orache of Ultimate Security Ltd, and Morish Ocen of Saracen Uganda Limited.

Prosecutor Allan Mucunguzi told court that the accused, together with others still at large, allegedly failed to use reasonable means to prevent office breaking and theft at the Bank of Uganda headquarters in Kampala Central Division on May 4, 2026. The state contends the suspects were aware a felony was being committed but neglected to stop it.

Court heard that investigations are still ongoing. “Inquiries are still ongoing,” Mr Mucunguzi said as he sought an adjournment.

The charges follow a high-profile break-in at the central bank that has raised public concern about security at one of Uganda’s most protected institutions. The prosecution did not disclose the value of the property allegedly stolen or whether suspects linked to the actual theft had been arrested.

The eight were remanded to Luzira Prison until May 29, when they are expected back in court for mention and possible hearing of their bail applications.
