KAMPALA — Former military intelligence chief Maj Gen James Mugabe Birungi has been remanded again after a person proposed as his surety failed to appear in court to support his bail application.

The General Court Martial sitting at Makindye on Monday ordered Birungi to remain in custody at Makindye Military Police Barracks until September 24, when the court is expected to resume consideration of his bail application.

The court is chaired by Brig Gen Richard Tukachungurwa.

Birungi, a former commander of the Chieftaincy of Military Intelligence (CMI), is facing charges of treachery and other security-related offences. He has denied the allegations.

The former intelligence chief was arrested in August 2025 following allegations that fabricated intelligence reports were used to secure operational funds.

The prosecution alleges that the reports involved purported terrorist threats. The allegations remain subject to determination by court, and Birungi is presumed innocent unless convicted.

His attempt to secure bail has previously been frustrated by the absence of proposed sureties. A similar situation occurred in July when his sureties failed to appear before the court, resulting in another remand.

Birungi has served in several senior positions in the Uganda People’s Defence Forces, including commander of CMI and commander of the Mountain Division.

The court is expected to determine whether his bail application can proceed when he returns on September 24.
