The Bishop of Kampala Born Again Christians, Herbert Buyondo, has called on the government, through local governments, to revive village identification cards as a way of strengthening community-based security and improving the management of village council elections.
Bishop Buyondo, who also leads Victory Covenant Church Namungoona, made the remarks during a press conference held at the church in Namungoona, Kampala.
Commenting on the recently concluded Village Council I elections, the bishop said government should establish updated village registers that are well known to residents and village chairpersons. He argued that the reintroduction of village identification cards would help address security challenges and ensure better organization of village elections.
“We need village registers that are recognized by the residents and local leaders, as well as village identity cards to improve security and streamline election management at the grassroots level,” Buyondo said.
The bishop also expressed satisfaction with the queue voting method used during the elections, describing it as transparent, honest and fair. According to him, the method demonstrates political maturity because voters openly line up behind their preferred candidates, unlike systems that rely heavily on declaration forms.
He noted that the queue system minimizes disputes and enhances public confidence in election outcomes at the village level.
